What is this chap wearing?

It looks like it has sleeves, is fitted to the body (over the cuirass) and then is split up the middle at the front and at the sides and then drapes over the rear of the horse.

What the heck is it and has anyone seen anything like this before worn over harness?

I was looking around for period images of the rather sexy 'capes' that some of the RA jousters wear and came across the above. I have looked at that image a thousand times before and never noticed it.

Full Image at this link.
